Kevin Warsh will be sworn in as Federal Reserve chair Friday at the White House, the first such ceremony held at 1600 Pennsylvania Avenue since the late 1980s. The location symbolizes the central challenge that Warsh faces in the months ahead: how to lead an independent institution while serving under a president who believes he should drive monetary policy decisions.
Warsh takes the helm of the nation’s central bank after President Donald Trump spent months publicly haranguing Warsh’s predecessor, Jerome Powell, to slash interest rates — demands Powell repeatedly rebuffed. Wall Street analysts and former Fed officials are now watching closely to see whether Warsh will ultimately bend to political pressure or uphold the institutional independence that has defined the chairmanship for decades.
Warsh’s background as a former Fed governor and an investment banker has provided some reassurance. But it had not been enough to put markets fully at ease.
“If we lived in an alternative universe and a different Republican president were appointing Kevin Warsh to be Fed chair, I would say, ‘Yeah, this is a great decision by this president,’” said Narayana Kocherlakota, who served as president of the Federal Reserve Bank of Minneapolis from 2009 to 2015 and overlapped with Warsh during his first stint as Fed governor. “Unfortunately, there’s a lot of uncertainty.”
Kocherlakota told MS NOW that he remains optimistic that Warsh will operate independently, but added that it is “bad optics” for his swearing-in to take place at the White House rather than the Federal Reserve, where many previous ceremonies have been held. The last chair to be sworn in at the White House was Alan Greenspan in 1987, under President Ronald Reagan.
It “tries to send a signal that, ‘Hey, the Fed is part of the economic policy team of the White House of the president,’” Kocherlakota said. “This is running against the norms of Fed independence that many have worked hard to create over the last 40 years.”
In a monthslong search for a replacement for Powell, Trump repeatedly said he wanted a chair who would reduce interest rates — a public posture that alarmed institutionalists who revere the bank’s mandate of independence from political whims. He nicknamed Powell “TOO LATE,” a jab at the outgoing chair’s reluctance to cut rates more aggressively. After floating the idea of firing Powell, Trump pressured federal prosecutors to investigate him over corruption allegations tied to a renovation of the Fed headquarters. The investigation was ultimately dropped, clearing a barrier to congressional approval and paving the way for Warsh’s confirmation.
In 2025, Warsh publicly argued as a commentator and informal candidate that rate cuts were warranted to support the economy. But the economic landscape has shifted dramatically since then: The U.S.-Israeli military campaign against Iran, now almost three months old, has throttled shipping through the Strait of Hormuz and scrambled global supply chains, driving fresh inflationary pressures.
“It’s very fair to ask the question ‘How does Kevin Warsh navigate price pressures that have stemmed directly from actions undertaken by the White House and the administration?” said Steve Sosnick, chief strategist at Interactive Brokers.
Sosnick acknowledged that Warsh is a “known quantity” on Wall Street — a figure who cultivated ties to financial institutions after the 2008 economic crisis and became a trusted adviser to then-Chair Ben Bernanke. But Warsh’s record also includes persistent opposition to aggressive monetary easing during his governorship, which ended in 2011. That “has led people to wonder whether his opposition was from an economic viewpoint or from a political viewpoint,” Sosnick said.
For some, the answer to that is already clear. Skanda Amarnath, a former New York Fed analyst who leads the left-of-center economic policy organization Employ America, said that “the public and market participants have good reasons in the record to doubt his ability to maintain consistent and objective monetary policy views across administrations.”

A late-April CNBC survey of 26 economists, strategists and analysts found the group split on whether Warsh will act independently as chair, with a slight majority betting that he will be “mostly” or “very” independent.
When asked about concerns over Fed independence, White House spokesperson Kush Desai said that Trump has “consistently and rightfully called out the Federal Reserve’s track record of failure over the last few years, from dragging its feet on responding to Joe Biden’s inflation crisis to bungling a renovation project with egregious cost overruns.”
“Kevin Warsh’s confirmation as the next Federal Reserve chairman is a momentous step towards finally restoring accountability, competence and confidence in Fed decision-making,” Desai added. “President Trump is accordingly hosting Kevin Warsh’s swearing-in at the White House to appropriately commemorate this historic development.”
Warsh has signaled an interest in reforming the Fed’s public communications, shrinking its balance sheet and potentially adopting a new inflation benchmark. As for rate cuts, minutes from the most recent Fed meeting reveal that multiple governors oppose a near-term reduction; markets are already pricing in the possibility of a hike in the months ahead.
Fed governor Lisa Cook, another Trump target, is separately awaiting a Supreme Court ruling on whether she can be removed by the president.
If Warsh adheres to the Fed’s traditional approach, many expect that he will eventually face the same presidential pressure that consumed Powell.
“I don’t think we all appreciate how painful it is to be Jay Powell or Lisa Cook, and have the entire weight of the president of the United States on your shoulders,” said David Wessel, who leads the Brookings Institution’s Hutchins Center on Fiscal and Monetary Policy. “I wonder whether Warsh is prepared for that. He may think it’s not going to come, but I think it will.”
